Who is required to take the TOEFL?
All non-US Citizens or non-US Permanent Residents who received their undergraduate degree from an institution where English was not the only language of instruction must submit a TOEFL score. The Office of Admissions reserves the right to request a TOEFL score from applicants if deemed necessary

It said an institution where English was not the only language of instruction. I think this requirement is quite common among top schools, isn't it?

Just sent an email to Kellogg admission. Followings are part of my email and their reply:

My email:
Dear Admission Officer, thank
you very much for your reply. Although I understand English proficiency
is very important for admitting international applicants, I am very
disappointed about this inflexible policy. Among all top B-schools, this
is the only case. Other schools have more flexible rules about
this. For example:

As an international student, I was studying and working in XXXXXX
for 5 years. I met many international students who had problems of
language barrier for their study, even though they had very good TOEFL
scores.

I had a very good TOEFL score when I was admitted to the Ph.D. program
from XXXXXX University. But as a teaching assistant, I had to pass
the English test hosted by Pennsylvania State University before I could
accomplish my TA assignment.

In addition, I am a Canadian permanent resident living in a country where
English is the official language. Do I have to take the TOEFL to prove my
English proficiency?

I am a Ph.D. of XXXXXX. English proficiency is the basic
requirement for that major. The rigid rule from Kellogg is not so
reasonable. It will stop many qualified applicants.

Hope to hear your advice about this.

Their reply:

Hi Ellen and Kathy,

Just wanting you to see how some of the applicants are responding who
have been educated in English at the graduate level.  I understand
your reasoning, though.

Luann

You do not need to request a TOEFL waiver if you already have a
graduate degree from a U.S. institution.  Did you apply yet?  I do
not see your name in our database.  Thanks.

Hi Flora,

The criteria for TOEFL exemption have changed, and instruction in English at the graduate level no longer qualifies for exemption.  The educational criterion for exemption is instruction in English at the Bachelor's level.  I apologize for the inconvenience.

Luann
