可是我觉得应该是e. 因为agency的目的是track the ruffe's spread...而只有e才能起到这个作用.告诉人们用来钓whitefish的bait不能用于钓ruffe,提醒人们换bait,以起到track ruffe的作用.

LZ没弄清agency的action是什么!----是发一个卡,用卡来提示ruffe的危险性.

C说很多人对保存whitefish这种鱼是感兴趣的.即:如果发个卡提示whitefish的敌人ruffe,他们是会有意识地来保护whitefish的.(因为人们如果对whitefish不感兴趣,则他们不会对卡的提示在意的)

E是无关项.题目说的是R是W的prey,所以用卡提示人们保护W.与E相内容没关系.
