答案是: E 想请问added to 后面的逻辑主语是the railroad, 那么in addtion to呢? 为什么它不用考虑? 类似这类的短语还有哪些?

done/doing 在句首都会有逻辑主语的问题，但是介词短语在句首不会。

还有一个短语在做题的时候遇到：except for

in addition to 的意思是＂除了之外．．．（还有什么）＂，是副词，不是做后面的词的动作表达．

added 是过去分词形式，放在句首的话，应该要和该句的主语保持一致。而这里的added to的主语应该是“an expanded program of retirement benefits",所以排除A,B；而in additon to 是介词短语，放在句首，就不会存在逻辑主语一致的问题了

B中的which应该修饰非限制性定语从句，而这里引导的是限制性定语从句，且错用了过去完成时。过去完成时表示过去之过去，而通句都没有出现表示过去的时态，也就不能用“过去之过去”的时态了

C：request的对象是increase in hourly wages，中心词是increase，所以如果that 是修饰increase 的话，则动词were的应该用单数was；如果that 是修饰wages的话，则逻辑意思出现错误

D的错误同C

所以只能选E哦
