为何选E不选C
if only比solely in that好吗

逻辑意思不一样，C avoid 的是facilities，E avoid的是duplication。

2楼讲得对，
C讲的是要avoid已经重复建设的设施
E要讲的是避免重复建设设施。
逻辑关系都不一样，跟语法已经没什么关系了。

if only是“只要”的意思，觉得语气比原句太强烈了

if    only比solely    in    that好吗

这道题是虚拟语气，意思是，如果仅从……方面考虑，在两州交接的地方建立……是浪费资源。would 表达的很清楚意思了.

只有if only 可以构成表达出虚拟语气的意思

我也选的D，觉得while是表一种对比关系，前面是“构成了资源浪费”，后面“其实是为了避免设施的重复建设”

这题的考点主要有：

（1）逻辑意思的考察

如iso兄所言，avoid的应该是duplication而不是facilities。排除A，B，C

（2）if only because的用法

核心是avoid duplication 而不是avoid facilities

While 在这里做连词，意思上是不合适的

1.对句意还是有点疑问：if only because表原因吗？怎么感觉句子的前半部分应该是因而后半部分应该是果呢？

2.有没有on the basis of < based on...这种说法？

3.对on the grounds of用法不是很了解，哪位给解释一下

就是说only if 中的should是用于条件从句的，而不是随意添加的情态动词了？

on the grounds of 后是不是不能加动名词
