有个疑问，此处farmers will be allowed to作什么成分的？

是修饰the amount of grain的吗？语法上讲它到底是个什么结构？看晕了我

是修饰the amount of grain的啊，应该是farmers will be allowed to grow整个来修饰，作the amount的定语，然后to establish 和to encourage是平行的，
