看这个句子: there is little water and few services available, 谓语动词由靠近的water决定,所以is. 但是,实际英语中,are也是可以的,而gmat更提倡靠近原则.

Thanks! But still have some confusion.

Then the " is " in Choice D is wrong.?? Even though Choice D can be eliminated by another err: little services.
