第一题说是实际上有两种方法可以提高 help the economy 市长选择了其中一种,但是另外一种对 help the economy 更有帮助 为什么市长没有选择呢,这里面就有问题咯 那么在作出这个选择的时候应该有一个什么原则呢,哪就是有更好的就应该优先考虑更好的,而不是选择那个次要的
