我能理解BCDE选项都不对的原因。但是A选项感觉也很别扭:1)其中的much该怎么理解呢?修饰voters?难道voters是不可数名词?2)However可以作句首引导词,等同于although用?

呵呵,自己试着查了一下Longman。找到了解释: "However" used to say that it does not matter how big, good, serious, etc something is because it will not change a situation in any way. 可以与much连用。我认为在这里much用来形容agree的程度,所以句子大意是:“无论美国的选民多么地同意政府存在浪费(这个看法)……,要找到针对哪怕是一个最小的州的行动的广泛的支持还是很困难的。”
