没深想过，industrial output指产量，lost industrial output应该是指的文化水平低导致的生产出来的东西不合格而造成的损失吧？

如果加上lost,就是消费了损失的工业产值和税收。。

可原文的意思是消耗了工业产值和税收。。

i think drive ppl crazy or make ppl crazy is more idiomatic than drive ppl nuts.
