选B，E为什么不行？

答案是D ，A不行吗？also assured all children who have a reading problem是什么成分，修饰谁？

E中的increasing和difficulties都不对。以前问过，你查一下。

whenever possible also assured all children who have a reading problem在此作状语，如果改为复数reading problems我认为也是对的，只是还是没有D简洁。

应该是The school borrd ruling (mandating that...whenever possible) also assured children...
whenever possible是前一个成分中的，而assure是整句的谓语。
