医院主要靠从paying patients 给的钱中来弥补unreimbursed care的损失。而paying patients 要么是依赖政府公共保险要么是私人的医疗保险来保证给医院的负款。现在, insurers 们有了对医疗保险负费的strictly limiting ,那显然就是说paying patients 再给医院的支付能力就有问题了。如此以来,医院就只有两种选择,either放弃对一些病人的care, or自愿承担提供care造成的损失。

很典型的归纳题,直线推理。
