One report concludes that many schools do not have, or likely to have, enough computers to use them effectively.

(A) or

(B) nor

(D) nor are they

(E) nor are not

答案是D，请问C中如果后面也有they对不对呢？这种情况下nor和or有区别么？？

个人意见：如果C的话， or 前面的逗号应该不要。

or 使前面的 not 能作用到 likely to have上，表示否定。

用 , nor are they likely to have , 这样的方式是插入的完整句子，这是用or 不能承接前面的否定。所以用nor 表示否定。

是否能承接前面的否定在考场上根本想不出来

如果是遭遇战，那么：

likely前面肯定是要Be的，所以A错B错

E么nor和not语义重复

剩下C和D

C：do not have ，or are likely to have

D：do not have ；nor are they likely to have

显然D语感更好

我觉得划线部分应该把逗号一起进去

此时因为前面有逗号，两个逗号之间是独立的句子。这个句子自身决定是肯定或者否定。
