Clearly, therefore, the percentage of people convicted of crimes who are being given prison sentences is on the increase.

答案C 但是我不明白为什么D 不对啊我查了一下假释不就是指有一些人要出去服刑啊而D说这种行为的审核更严格了所以假释出去的人就少了所以监狱才会人满为患啊为什么呢想不明白呢

D的意思是说,对在假释期间的犯人监管更严格了,因此在假释期间违反法规的犯人少了,算是无关选项
