正确选项是A。小妹不明白的是，voters是可数名词，怎么能用much呢？因为这个干扰，选错了……

正确选项是A。has followed是谓语，aim是policy发出的动作，不是被动语态，那么aimed在这里出现，句子不是有两个谓语了么？这里不是应该使用aiming才对么？

B. aimed at the decreasing of operating costs and to improve

C. aiming at the decreasing of operating costs and improving

D. the aim of which is the decreasig of operating costs and improving

E. with the ai of operating costs ad to improve

解释里面只讲了decreasing 和improving要平行的道理，提都没提一句aim。A的解释里面说aimed at is a correct and concise expression.

看来不是ets打错了。

aimed at decreasing operating costs and improving the efficiency of its distribution system. 做过去分词修饰a policy ，或者可以理解成:

a policy (that is ) aimed at decreasing operating costs and improving the efficiency of its distribution system. 这里 that is 可以省略。

关于 however much, 只能理解成固定用法，我查了 LongMan 也没有定论，期待NN 解释。

much是修饰however的转折程度，不是修饰后面的voters。

如果是过去分词的话那a policy就是aim的对象了，但是这里明显a policy是发出动作的，后面的才是对象。

我也是后面那种想法，这里应该有that is，但是这个可以省略吗……？如果遇到其他的题，我们是不是可以类推呢？严重不明中……

however much....agree，much指的是agree的程度
