因为make it the largest是修饰deal而不是修饰announce这个动作，to make变成announce的目的，但又离announce好远。还是不如E。

谢谢, 有道理,看了一下其他解释,认为to do sth.的逻辑主语可以是句子主语, 这里用a plan that will 的主语就是a plan了,没有歧意.可是在考试的时候没有时间想这么多,按句子从简的原则我还是会选D啊.
