看原句的意思，以分号为界分两部分，将B项代入
第一部分：Antarctica receives more solar radiation than does any other place on Earth, yet the temperatures are so cold and the ice cap is so reflective that little of the polar ice melts during the summer;
南极洲比地球上其他地方接收了更多的太阳辐射，但是因为温度是如此低，冰冠是如此地具有反射作用以致于很少的冰在夏季融化
第二部分：were it to do so,the water levels of the oceans would rise 250 feet and engulf most of the world’s great cities.
were it to do so还原完整应该是if it were to do so; were to do表与将来事实相反或者完全不可能实现的事情，do so我认为指得是前面所说的melts during the summer这件事情，第二部分整句的意思应该是
如果冰在夏季融化，那么海洋的水平线将会升高250英尺并且吞没世界大部分大城市

平行结构里的单复数不同的BE动词貌似不能省略吧？
