A view has been that....and that...对吗?

long-held view of the history of the English colonies that became the
United States has been that England's policy toward these colonies
before 1763 was ductated by commercial nterests and that a change to a
more imperial policy, dominated by expansionist militarist objectives,
generated the tensions that ultimately led to the American Revolution

提炼出: A long-held view has been that.... and that.....这里has been 是不是应该为have been, 因为两个that是主语是复数呀?

请帮忙解释一下? 谢谢!

view 是主语, has been 谓语 that..and that  是宾语.
