PREP上面有道语法题，不是很确认，从来没有见到这样的套路，希望得到dx的指点：

As the former chair of the planning board for 18 consecutive years and a board member for 28 years, Joan Phikill attended more than 400 meetings and reviewed more than 700 applications.

答案是As the.

问题是，去掉former是因为后面用了过去时态，而过去时态表明former是重复的吗？
