现在分词declaring修饰这里表示的是主动的意思。这里修饰的是citizens,不是一个动作。分词当然可以就近修饰 ,LZ说的修饰主语的情况是分词在句首或者句末是需要考虑逻辑主语。句首当然是修饰主语,句末就比较复杂了,可以修饰主句主语,从句主语,或者前面整句,也可能是宾语,这只能靠句意来判断。像本题这样在句中的遵循就近原则。

就是说establishing and using可以修饰Athens,或者General Mohammed 。所以有歧义

原来看到过说分词就近修饰,也是修饰中心词, 看来也不能当个规律记了.
