(B) mandate the state budget to be balanced

(D) have a mandate for a balanced state budget

(E) have a mandate to balance the state budget

不选B是因为mandate没有想require 那样的require sb to do sth. 的用法吗

mandate后面应该跟的是动作执行人，如你所说，是Somebody

如果把B选项里的宾语换成预算制定者，勉强可以。

但是，个人认为，即使如此，句尾的each year也会面临修饰对象难以确定（修饰be balanced 还是 mandate）的问题。

补充一下，我帮你查了lzm，见E4-22，感觉原书对B的解释底气不足，如果需要，可以参考
