c选项whether不是连词吗？怎么说c没有连词，还有我认为c是因为有 it will affect the United States中的it，指代不清，不知道它指哪个

我认为whether ..or..可看成是一种选择“选A或B”，名词，所以可以做by的宾语，或者是主语从句的主语

但是whether or not就是连词，表示“无论怎么样，都”，引导让步状语从句，所以“两个句子并列没有连词”这个解释错了

whether or not 这种用法在OG上的解释是罗嗦且冗余，所以一律不用考虑。
