not really get it.
"with the intention" should have logical subject "people in Alaska", not fund. Even the subject "alaska" is indeed not a perfect match for "with the intention". But since "Alaska" can "deposits" profits, maybe it also makes sense that "Alaska" can "have a intention"?
To s7s7: I do have the same gut feeling that "with + abstract noun" is certainly not preferable in GMAT but the tricky part is it could still be the answer sometimes.

个人认为光看题不知道答案时很难判断逗号后面那句话是修饰谁,因为大多数人都是从A选项看起,大多数人看到C的时候才会考虑后半句有可能修饰fund。并且作为A选项,独立主格说阿拉斯加作的这件事情维持了州的经济也并没有什么错误。反而是因为后半句那个its.在独立主格中,with后面的那个名词或者代词是独立主格部分的主语,那么with the intention to sustain the state’s economy after the exhaustion of its oil reserves中主语是intention,很自然这个 its 很容易被误解成intention。

最开始我选错是因为没弄清楚Intended究竟是做定语修饰谁,
不过仔细一看,这个intended就是非常确定以及肯定修饰前面fund的,所以隔着个逗号紧跟着它肯定没错
