why A can not be right answer?

只有当and连接的是两个完整的句子的时候才能加逗号

我觉得这道题考的重点不是并列结构，而是考察现在分词在句末表伴随方式的一种用法。

现在分词在句末表伴随的时候，其动作的发出者应该是主句的主语。可是原题主句的主语是One automobile manufacturer，而根据句意判定，amounting和representing的逻辑主语应该是increase。所以A肯定不对。

至于楼住说的and前面应不应该有逗号，这应该不是考点吧，至少是个可以忽略不作为实质性的错误。

不知我的理解是否正确？

我认为amounting和representing的逻辑主语应该是plan，表示Plan的一个状态。但是plan amount to five miles per gallon逻辑意思错。因此要加上increase表述更加清楚。

所以我觉得A反了一个effectiveness的错误。

我不太同意楼上的观点，现在分词放在句末作修饰只有两种情况，一是表示前面句子所引发的结果，这个是不需要逻辑主语的。另外一种就是伴随主句的动作同时发生的动作，逻辑主语是主句主语。如果是表示修饰前面词语的话，除非是插入成分，否则需要紧跟所修饰的内容，不要添加标点符号。插入成分的那种可以举个例子，我记得Perp上有一道题，中间部分是 that the elephant, giving rides to children at the Whipsnade Zoo, had been earning, 这种情况下是修饰elephant，作为插入语。

我觉得LZ看这道题还是要看后面内容跟前面主句的逻辑关系，-ing放句尾的两种情况在本句中都不符合逻辑意思，同位语表达清晰，答案选D
