请问，one做代词的时候是不是一定要有明确的指代对象，还是可以泛指？

987－728. The department defines a private passenger vehicle as one registered to an individual with a gross weight of less than 8,000 pounds.

(A) as one registered to an individual with a gross weight of less than 8,000 pounds

(B) to be one that is registered to an individual with a gross weight of less than 8,000 pounds

(D) to have a gross weight less than 8,000 pounds and being registered to an individual（C）

(E) as having a gross weight of less than 8,000 pounds and registered to an individual

C里面的one，请问是指代什么？vehicle吗？可以把前面作为一个整体的private passenger vehicle，单独拉出vehicle来指代吗？

为什么不可以呢，只是一个名词性短语呀，又不是整个一句话或者是句子
