答案是B

why A is wrong? I think" possibly " is better than "may not be".

they were initially believed to be被动符合原文意思

不要过多地纠缠possible and may be的优选问题，我觉得xdf这个总结不是很准确，这个不能作为一个correctiveness，只能算是一个effectiveness的标准。

另：考试时可千万别犯这种错误哦，主动和被动的逻辑关系还是要先搞清楚，就不浪费时间拉。祝成功！

如果理解为省略相同的be动词，不是也有被动的意思吗？不知道这样想有什么问题

不行。不能省略，第一个are是系动词，第二个是助动词
