答案是A，我选的是D

我排除A的原因是：觉得最后的to serve结构有问题。因为Serve说的就是这个sewer system的作用，应该用serving连接比较正确吧。

还有，如果D的确是错的，那么请大家告诉我D的错误在哪里呢？

这道题目至今没看到过有人讨论。

a中to serve表目的；

d中serving既可以跳跃leading to the construction between 1876 and 1904 of three separate sewer systems 来修饰public health ，也可以就近修饰 sewer systems

直接使用concerns就能正確表達句意,因此there were多餘.
were leading時態不對,改變句意.原意並非強調動作正在進行,使用led to才符合原句句意.
serving修飾對象不清,從句子結構來看,看不出是修飾construction還是sewer systems. to表示目的,使用to serve可以正確修飾sewer systems.

一个句子的灵魂是其谓语动词,一般情况下(没有致命错误),都保留谓语动词

D 把原选项的动词 LED 改成了 were 了,句子中心显然改变

我个人理解而已~~~

there be 只能修饰具体名词,如there is a tree;而不能修饰抽象名词,如 concern.

顶。我虽然选了A，但是对于它的to serve结构心存疑惑。construction to serve，根据句意，to serve应该是修饰名词，谁能告诉我，不定式可以后置修饰名词吗？

there be 句型加concerns不可以，因为是抽象名词 leading to逻辑上修饰的是concerns，D使leading to后面的修饰对象不明确，serving表the construction between 1876 and 1904 of three separate sewer systems 这一动作的目的，而现在分词无法起到该作用。

虽然A里面to serve可理解为一个省略成分（for purpose)to serve

我选的也是B, 后来看了看应该是时态的问题吧... 有NN可以讲一下这个吗? 是不是时间段 BETWEEN XX AND XX必须用过去时而不是完成时吗? 谢谢了...^_^
