11.The following appeared in a letter to the editor of a local newspaper:
“Our city council’s neglect of the impoverished Railroad Flats neighborhood has left businesses with little incentive to locate there. Building a new professional football stadium in the neighborhood would solve this problem. Thousands
of football fans would travel to the area to see games, and they would buy from local merchants, encouraging new businesses to open. So our city council should move quickly to fund the construction of a professional football stadium in Railroad Flats in order to help the neighborhood develop a thriving economy.”
Discuss how well reasoned . . .etc.
So far, i can only find 1 flaw
build football statdium does not attract football fans and therefore boost economy
and a not very solid point (other alternatives to improve economy, football statdium cost a fortune)
what else idea can i use, thanks...

我还想到一个不知对不对--granted that the construction of the stadium is helpful in boosting the economy of RF, and even the city council is to encourage business in the RF neighborhood and help it develop thriving economies, the city council does not have to fund the construction of the football statium. Since the city council could achieve the same goal simply by involving the media to report about the attractiveness of the RF's economy...etc.
1.Causal oversimplification: there may be other factors lead to little incentive such as unconvenient location.
2.Either-or choice. the city council can boost the business incentive by other methods such as low down the tax rate.
3.whether the method suggested will be effective is still open to doubt.
