For several years, per capita expenditure on prescription drugs in Voronia rose by fifteen percent or more annually. In order to curb these dramatic increases, the ministry of health prohibited drug manufacturers from raising any of their products' prices. Even though use of prescription drugs did not expand after this price freeze, per capita expenditure for prescription drugs continued to increase by a substantial percentage each year.

为什么选A

政府冻结的是已经再使用的处方药的价格，而且处方药的用量没有增加，，但是平均的花费却上升了

注意：用量不等于价格

所以用量低不等于费用也低。

per amount*price=total expenditure

那只能price变一下了

怎么能使得price变呢？现在的处方药都被控制价格了，如果有新品的话，似乎就不再价格控制范围内了，A makes sense。

那么In order to curb these dramatic increases, the ministry of health prohibited drug manufacturers from raising any of their products' prices里的any是不是去掉比较好呢？斑竹的意思是说per capita expenditure=per capita consumption*price吧？

我的理解是包含prescription drugs以及其他药品，也就是所有的药品

freeze价格，不见得就是一个比较低的价格，特别对于新的药品可能定价就比较高，也就导致了花费比较大

看来也只有理解为只是冻结了原来的那些药品的价格，这样的话A是很明显的正确答案的。

政府禁止的是“raise”，就是说对已经在卖的药进行提价。如果是新药，可以直接定一个很高的价啊。所以，A是没有问题的。

说any了并没有指明existing；可能也包含新研制的药
所以药都不能提价

而体重又强调了 per capita，排除了人多少的问题

我觉得最好的选项是生病多了
可是没有

目前中国的药品限价跟药品市场的情况跟A很类似。

这题没人选过C吗？ C说生产流程生产改进，提高利润。管她政府限不限价，这不是很现实一情况么，不可以吗？

我开始也选了C，后来明白了，仔细看题
题目中说的是即使政府有限令，但是人均药品的花费仍然提高了。而C说的是通过改进技术使得药厂仍然维持一个较高水平的盈利。。。讨论对象不一致。
