我的理解是包含prescription drugs以及其他药品,也就是所有的药品
freeze价格,不见得就是一个比较低的价格,特别对于新的药品可能定价就比较高,也就导致了花费比较大

若包含新研发的药则推不出正确选项A了..

政府禁止的是“raise”,就是说对已经在卖的药进行提价。如果是新药,可以直接定一个很高的价啊。所以,A是没有问题的。
