In England the well-dressed gentlemen of the eighteenth century protected his wig powdered by poking his head through a device that resembled the stocks.

[In England] (the well-dressed) gentlemen (of the eighteenth century) protected his wig (powdered) by poking his head through a device (that resembled the stocks).

这句话的核心部分是 gentlemen  protected his wig by poking his head through a device.
