政府准许减税来鼓励借钱，同时征收储蓄税来限制储蓄。然而，很明白，政府的税收体系不会一直鼓励借钱，因为，如果这样，就不会存在税收免除了，。。。？

如果政府这样做的话，就没有减税就没有可以用来增加存款的部分了。

（我想政府的本意还是想通过减税来增加存款的吧）
