(B) not any happier than do people living

(C) not any happier than do people who live

(D) no happier than are people who are living(A)

(E) not as happy as are people who live

对答案没疑问，但想知道，是否可以把原文改成
                Freedman’s survey showed that people living in small towns and rural areas less consider themselves happy than do people living in big cities.因为我觉得既然是比较consider这个动作，就应该比较在副词上，请指教

这样应该改变了句意，happier修饰的是happy，只不过比较的对象是主语

我觉得这题的意思为 城镇里的人觉得自己和城市里的人一样不快乐. 那么E选项为什么不对呢?
