在A、B之间犹豫了很久，也觉得用where不是很妥当。但是具体是怎么个不对，说不上来。有哪位解答一下，谢谢

而且they的指代也有值得商榷
A中的where应该改为in which，典型的定语从句错误。
where应该指代地点，telephone lines显然不是。

e太巧了，刚好我也发了这题。
prep笔记中排a的说法是a的“where”不能修饰lines。但我觉得where修饰line没有问题。
问题是where后面的这个they，向前就近指代指到了lines，指代主句主语又指代到了cellular calls，总之就是不能指代到逻辑上的主语“emergency calls”，所以排a。
A中的指代也确实有问题。代词可指代主句主语>主句宾语>从句主语>从句宾语。所以这里优先指代cellular calls，而且无法从逻辑上排除。
就近指代的原则，除了定语从句关系词，是不适用于一般代词的。
