不是NN，
但是如果把结构改成 and fatigue among shift workers was lowered ，那么这个就成了另一个句子，与前面的部分相脱离——逗号+and引导另一个独立的句子
这样一来,这个句子就是被动语态，不知道主动者是谁，而被while的逻辑主语也就不能得知了。
