A表明赞成新建铁路的并不是为了缓解HIGHWAY的交通拥挤,而是因为享受到了RAILWAY的不拥挤;

相反这些赞成者都表示他们在HIGHWAY上并未感到拥挤,因此,他们选择RAILWAY并非因为HIGHWAY拥挤
