比例问题

总的市场价值下降，那么意味着：property tax 必须依据一个数字去交，这个数字就是assessed value of that real estate，它也在下降

但是虽然assessed value of that real estate下降，但是根据他交的比例却不变

问能得出什么结论

基数减小，比例不变，结果只能是减少。所以是C
