Most states impose limitations on the authority of the legislature to borrow money, with their objectives being to protect taxpayers and the credit of the state government.

A. to borrow money, with their objectives being to protect.

B. to borrow money, the objectives of which are the protecting of

C. to borrow money, limitations intended to protect.

D. for borrowing money, of which the objective is protecting.

E. for borrowing money, limitations with the intent of protecting.

毫无疑问选了C，因为ETS偏爱的同位语放句末，但我有个疑惑，TO BORROW在这里不会产生歧义么？

to borrow可以理解为修饰the autority，也可以理解为most states impose limitations这个措施的目的（显然这不合逻辑）但语法上它有这个意思啊~ help~~~~

越看越觉得奇怪 E选项后面也可做同位语，C的逻辑很有问题~

E错难道是因为 with the intend of ? 应该是with the intention of ?

如果这样又回到to do的逻辑问题了~

貌似只有with the intent to do something.

1.impose limitations 是作用于将要发生的事,而不是已经发生的事,所以用to borrow(动词不定式表示将要发生的事)而不用for borrowing

2.with the intent of protecting is wordy

so E is wrong
