Second, if my experience is anything to go by, no patients are going to ask for access to their records anyway.”

This is kind of like explain the discretionary kind of question. You have find the best answer to explain.

Out of scope, this is not an issue about patient’s legal right to see their medical records

And did not establishes that the doctor’s second reason does not cancel out the first

Out of scope. Doesn’t matter how much medical staff get paid, it still wastes resource

after grant patients the right of see their medical records. Plus this answer did not

establihes that the doctor’s second reason does not cancel out the first.  

 

(C) Any patients who asked to see their medical records would also insist on having details they did not understand explained to them.

This is right answer, although there is not many people going to ask for access to their

Medical record, but if everyone of them also insist on having details they did not understand explained to them. This will waste tremendous amount of time of medical staff which support the 1st reason of this argument. So, the 2nd reason doesn’t cancel out the first.

 

 

(D) The new law does not rule out that doctors may charge patients for extra expenses incurred specifically in order to comply with the new law.

Out of scope. Pay extra money to comply to the new have nothing to do with this argument.

Out of scope, weather patients took advantage of doctor’s policy has nothing to do with the argument.
