只要是从句，谓语都是单数，除非从句作为复合主语，谓语才会是复数
比如that..... and that......are/were..
没查到intended的形容词，就一个是形容词的用法
intended target/victim/destination etc
the person, thing, result etc that an action is intended to affect or reach
It seems likely that General Rogers was the killer's intended victim.（Longman）
我觉得差别不是很大
