it指代number,因为serve as an approximate thermometer(温度计),数字随环境上下浮动,就象个温度计一样.情态动词can不能省略，E不论说它是指代整个句子，还是伴随状态，都是有问题的,改变句意不说，上下浮动这件事不能象温度计，而是数字象温度计，因为它随环境上下波动

D感觉很难理解，特别是考试的时候那么紧张，看见E那么符合，估计一下就点e再确认了，

我也选的E，但是现在看D确实更合适。
数字才能衡量。举个例子。原来是5，现在变为7了，那么7这个数字可以反映温度的变化，把它当作一个衡量温度的数值。而E作状语，修饰rises and falls，表示同时发生。仔细想想就会有逻辑问题。
当然考试时根本想不了这些，那么从把can改为possible入手比较好。
