Argument是支持这个plan的，Criticism说这个Plan不一定达到效果，因为Sales会下滑，但是Argument说新的Shop会吸引其他邻镇的人来消费。

C说反了，说Argument是批语这个plan的

应该选B
难点在于，作者给态度的时候，先对批评作出了肯定，但是用nevertheless着重提出自己反对criticism的看法。

思维：plan-一些人criticize-作者有保留的反对criticism-作者举证支持plan

B，选项：从作者角度来说，defend against a plan 的 criticism . 后来一句，是用来支持plan的，而不是用来支持criticism的

Critics protest that 3 percent of current retail sales falls short of the amount raised for schools by property taxes. 的意思是对所有零售额征收3%的营业税是不足以供学校所需的数额。而不是销售额减少！！！
注意fall short of 的用法：供不应求的意思
