既然大多被调查的人（愿意加税 & 扩大commuter rail system）并不是从减少交通堵塞出发，很难保证当扩大commuter rail system后交通堵塞会改善。

第二题 C (E不是正确答案吧！if E is the correct answer, then the words bellowing is worth noting. he..he...）
