应该是概括性同位语:用一个概括性的名词去概括前面的修饰对象:短语/句子,a program/information/an effort/a practice that...等。

a circumstance概括前面的no legal limits。看一下OG的三个例子：

OG-38

heavy-metal deposits in the upper twenty centimeters of Baltic Sea sediments, which are consistent with the growth of industrial activity there.

Answer: sediments from the Baltic Sea, findings consistent
