想请教A为什么不对，从“which。。。Vespasian”都是插入语，was是整个句子的谓语。这样理解可以吗？谢谢

不可以那样理解，因为began也是谓语，和was completed并列，中间需要有连词的。

Construction of the Roman Colosseum,... began... and was completed...
