99 percent of 100 poeople？？你是想说“100个人中有99个”么？那不如说99 out of 100 people，后面当然是复数动词啦

1 percent of 100 people，同样道理，1 out of 100 people。后面是单数。

百分之几一般后面就不接数字了，比如，99 percent of the people working here are from China. 再如，1 percent of the people studying here are from China. 这里谓语动词通常是根据percent of后面的名词来确定。
