答案是C,但是我觉得A也没有错啊...请大家指教...

A，with the intention to sustain the state’s economy after the exhaustion of its oil reserves有可能理解为ALASKA定期存一笔钱到一个fund里，为了在石油储备用完以后稳定美国经济。这个。。。ALASKA也太伟大了。。。
