我的理解：
109所说的不正确是因为如果使用required of .....to pay的话，pay在此处是作为动词 使用，那么后面的the samepay的宾语了，而实际上后面的the same在此处承担的是 比较的作用，the same...as...，ets所说的不正确是这种意义上的不正确。
181必须要有require of firms to survive,因为此处的firms与后面主句的such firms相对应。
