答案是D，make sth+sth，双宾语。as a group是插入语。在SC中，很多插入语都可以省掉，尤其是在从句中。其它选项都有致命的错误：powers 是that从句修饰的被动，谓语动词应该是复数，ABC错。E的which只能引导非限定语从句，要么加介词，要么有逗号。
