我自己选了B. 理由如下

1.大侠FINDFUHL的笔记中解释"B中的that无所指"，可我认为that指代的是annual per capita consumption of cigarettes；

2.画线部分后紧跟一个in(the nation...)和B中的...consumption...in California形成一个多么对称的结构；

请路过的大侠们赐教！

本题的原意是California的平均香烟消费的下降水平是整个国家平均下降水平的2倍,如果按照LZ的理解that指代annual per capita consumption of cigarettes,则意思变为California的平均香烟消费水平是整个国家平均水品的两倍

我想F大侠说的that无指代其实更应该表现为more than twice as great as that整个分句无修饰对象

刚才刚好做了这个

俺的思路是这样的：看到initiating就直接跳过去看句子主语，因为句子主语得是initiating这个动作的发出者，于是秒杀ABC。然后直接读的DE，发现E的per capita和per person有重复，直接选D

绿洲斑斑关于句意的解释很强啊，俺做题的时候都没去体会。。。惭愧

California has seen..has seen 是什么用法在这里。感觉有点怪啊。。结果就把正确答案删除了。。555555

D里面人均香烟消费量为什么用decline原型？不是 declines or declined?
