如果是a,between 5 and 10% 那么不是说增长就是在5和10两个数字之间选择，应该用from...to...才可以吧，所以我选b

from 5%to 10% 包括5％。 6％，7％。。。10％不等

because A is the best one.
compared with A, B is awkward. it is not correct to say that 'in the years 19**to 19**
C changes the original meaning. Both B and C adopt awkward sentence structure.
D) Annually an increase of five to ten percent has occurred between 1982 and 1987 in the sales of new small boats ...

If use annually, then the tense is not correct. plus. "between 1982and 1987" changes the original meaning from1982-1987
(E) is too wordy and not logically expressed.

I don't think it is weird.
between 5% and 10%, what's wrong with that?

You have to make choice between 5% and 10%.
Your salary might be improved between 5% and 10%.
meaning, you only have two choices, 5% or 10%

just bear in mind that you only have to choose the best answer among those five.
