has decimated 是devastation and enslavement 发出的，不是 native peoples of the Western Hemisphere发出，句子重心有错误，改变句义

如果发出decimated的是devastation and enslavement

那为什么是用has decimated而不是用have decimated呢???

我对B的理解是devastation and enslavement in the name of progress which native peoples of the Western Hemisphere decimated by

这样的意思还是native people 被devastation and enslavement decimated啊
